I dont know how you light up your cigarettes but that is definetly not the answer.
By breathing the smoke in. You didn't ask "how did they light up their cigarettes", but "how do they smoke".
Or another possible answer: you didn't say there is ONLY three men, there might be more ppl. They might have borrowed the lighter.
Also, they might have lit up the cigarettes before they left... lol, ok, that's not very possible xD

Clever answer, but it's wrong because they DO light up first.
You can only fit three men in this rowing boat, they forgot to ask for lighters or matches before they left the pub and it IS not very possible.
Alchohol can do amazing (terrible,oh yes, but amazing) things to you.
keep trying, the answer to this riddle is a sort of joke type answer, you will kick yourself when you find out the answer.
About the second riddle: you could make a "less or even" sign out of the equals sign by adding a line.
thats basically the same answer as generalchampion, so i'm afraid thats it is wrong. heres a tip, its nothing to do with the = sign!

"How do they smoke" - you actually mean the men or the cigarettes? The cigarettes don't smoke as well xD

they used the heat from it to light the others
they had flint
none of the cigarettes were lit when they left
there on a bloody rowing boat in the middle of the sea so even for some warped reason they did have flint on their person, the sparks from it would set the boat on fire!, your not actually trying to tell me thats how you light your fags?
